Paying the KSK contribution: due date, direct debit, contribution notice (Beitragsmitteilung)

When the monthly contribution to the Künstlersozialkasse falls due, how it is paid, what arrives in January and what the law provides for unpaid contributions — as the KSVG and the Künstlersozialkasse state it.
The fifth of the following month
The KSVG sets the due date the same way for each branch of insurance. §15 KSVG on pension insurance, §16 Abs. 1 KSVG on health insurance and §16a Abs. 1 KSVG on long-term care insurance each say: „Der Beitragsanteil für einen Kalendermonat wird am Fünften des folgenden Monats fällig.“ (The share for a calendar month falls due on the fifth of the following month; §16a says „des Folgemonats“.)
In its leaflet „Das Wichtigste zur KSV in Kürze“ the Künstlersozialkasse puts it this way: „Die Beiträge sind monatlich zu zahlen.“ (Contributions must be paid monthly.) The monthly contributions are based on the member's own estimate; on its „Beitrag“ page it writes: „Das voraussichtliche Jahresarbeitseinkommen stellt die Berechnungsgrundlage für die monatlichen Beiträge zur gesetzlichen Renten-, Kranken- und Pflegeversicherung der selbständigen Künstler und Publizisten dar.“ (The expected annual income from work is the basis for calculating the monthly contributions to statutory pension, health and long-term care insurance.) Direct debit or transfer
On its page „Mediencenter Künstler und Publizisten“ the Künstlersozialkasse distinguishes two groups:
- Direct debit (Bankeinzug). For this there is the form „SEPA-Lastschriftmandat Versicherte“. With it, the member authorises the Künstlersozialkasse at the Deutsche Rentenversicherung Knappschaft-Bahn-See „Zahlungen von meinem Konto mittels Lastschrift einzuziehen“ (to collect payments from my account by direct debit). According to the Künstlersozialkasse, members already paying by direct debit whose bank account changes also need a new mandate.
- „Selbstzahler“ (self-payers). Under this heading the Künstlersozialkasse describes the case „Sie zahlen Ihre Beiträge monatlich per Dauerauftrag / Überweisung“ (you pay your contributions monthly by standing order / bank transfer). Members who then only want to tell it about new bank details, for example for refunds, use the form „Änderung der Bankverbindung“, according to the Künstlersozialkasse.
On timing, the Künstlersozialkasse writes that it can take new direct debit mandates and changed bank details into account for the next debit „nur dann …, wenn diese uns rechtzeitig vorliegen, spätestens bis zum 20. eines Monats“ (only if it has them in time, by the 20th of a month at the latest); otherwise it uses them from the debit after next.
In January: the contribution notice (Beitragsmitteilung)
The income estimate (Einkommensschätzung) for the coming year goes to the Künstlersozialkasse by 1 December. The Künstlersozialkasse calls the letter that follows a contribution notice (Beitragsmitteilung): „Sie erhalten im Januar 2027 eine Beitragsmitteilung mit dem neuen Beitrag. Dieser ist erstmals am 5. Februar 2027 fällig.“ (You will receive a contribution notice with the new contribution in January 2027. It is first due on 5 February 2027.)
On the changeover it writes on the same page: „Der (neue) Beitrag wird erstmalig am 5. Februar 2027 fällig bzw. abgebucht. Sie erhalten rechtzeitig vorher eine Mitteilung über die neue Beitragshöhe.“ (The (new) contribution is first due or debited on 5 February 2027. You will be notified of the new amount in good time beforehand.) And: „Bis zum 5. Januar 2027 zahlen Sie noch den Dezember-Beitrag auf Grundlage Ihrer Einkommensprognose für 2026.“ (Until 5 January 2027 you still pay the December contribution on the basis of your income forecast for 2026.)
According to the Künstlersozialkasse, the report leads to binding monthly contributions that can no longer be corrected retroactively — „verbindlichen Monatsbeiträgen, die rückwirkend nicht mehr korrigiert werden können“. More on this under Are KSK contributions corrected retroactively?
If contributions remain unpaid: §16 Abs. 2 KSVG
Subsection 2 of the section on the member's share for health insurance says (excerpt): „Ist der Versicherte mit einem Betrag in Höhe von Beitragsanteilen für zwei Monate im Rückstand, hat ihn die Künstlersozialkasse zu mahnen. Ist der Rückstand zwei Wochen nach Zugang der Mahnung noch höher als der Beitragsanteil für einen Monat, stellt die Künstlersozialkasse das Ruhen der Leistungen fest; das Ruhen tritt drei Tage nach Zugang des Bescheides beim Versicherten ein. Voraussetzung ist, daß der Versicherte in der Mahnung nach Satz 1 auf diese Folge hingewiesen worden ist. Widerspruch und Anfechtungsklage gegen den Ruhensbescheid haben keine aufschiebende Wirkung.“ (If the member is in arrears by an amount equal to the shares for two months, the Künstlersozialkasse must send a reminder. If, two weeks after the reminder is received, the arrears still exceed the share for one month, the Künstlersozialkasse establishes that benefits are suspended; the suspension takes effect three days after the member receives the decision. This requires that the reminder pointed out this consequence. An objection or action against the suspension decision has no suspensive effect.)
It continues: „Das Ruhen endet, wenn alle rückständigen und die auf die Zeit des Ruhens entfallenden Beitragsanteile nach Absatz 1 sowie nach § 16a Abs. 1 gezahlt sind. Die Künstlersozialkasse kann bei Vereinbarung von Ratenzahlungen das Ruhen vorzeitig für beendet erklären.“ (The suspension ends when all shares in arrears and those for the period of suspension under subsection 1 and §16a Abs. 1 have been paid. The Künstlersozialkasse can declare the suspension ended early when instalments are agreed.) For long-term care insurance, §16a Abs. 2 KSVG refers to it: „§ 16 Abs. 2 gilt entsprechend.“ (§16 Abs. 2 applies accordingly.)
