Proving parenthood (Elterneigenschaft) to the KSK

What the Künstlersozialkasse writes about the long-term care insurance contribution with and without children, which proofs it names and from when a proof takes effect — with every condition, as the KSK states it.

The 2026 rates

On its page „Beitrag“ the Künstlersozialkasse writes: „Der Beitragssatz zur sozialen Pflegeversicherung im Jahr 2026 liegt bei 3,6 % bei nachgewiesener Elterneigenschaft mit einem Kind; für jedes weitere Kind unter 25 Jahren verringert sich der Beitragssatz um 0,25 % (bis zum 5. Kind). Der Beitragssatz für Kinderlose liegt bei 4,2 %.“ (The contribution rate for statutory long-term care insurance in 2026 is 3.6% where parenthood with one child is proven; for each further child under 25 the rate is reduced by 0.25% (up to the 5th child). The rate for the childless is 4.2%.)

According to the KSK the member's share is 1.8%; the childless bear the surcharge of 0.6 percentage points alone. On the surcharge the KSK writes in its information leaflet: „Von versicherungspflichtigen Mitgliedern ohne Kinder wird ein Beitragszuschlag zur sozialen Pflegeversicherung in Höhe von 0,6 % des beitragspflichtigen Einkommens erhoben. Dieser Beitragsanteil ist von den Versicherten alleine zu tragen. Ausgenommen hiervon sind Mitglieder, die vor dem 01.01.1940 geboren wurden bzw. die das 23. Lebensjahr noch nicht vollendet haben.“ (Compulsorily insured members without children are charged a surcharge of 0.6% of the income subject to contributions. This share must be borne by the members alone. Exempt are members born before 1 January 1940 and members who have not yet reached the age of 23.) Who counts as a child, and for how long

According to the KSK's information leaflet, parenthood can be proven „im Sinne von § 56 Abs. 1 Satz 1 Nr. 3 und Abs. 3 Nr. 2 und 3 SGB I für mindestens ein Kind“ (within the meaning of § 56 (1) sentence 1 no. 3 and (3) nos. 2 and 3 SGB I, for at least one child). As children the KSK names biological children, adopted children, foster children and stepchildren; the form adds „(auch verstorbene Kinder)“ (deceased children too).

The KSK also writes: „Auch, wenn ein Kind nur sehr kurz gelebt hat oder wenn es nur gezeugt, aber nicht selbst aufgezogen wurde/wird, wäre die Elterneigenschaft in der Regel erfüllt.“ (Even if a child lived only very briefly, or was only conceived but not brought up by the parent, parenthood would as a rule be established.) „In der Regel“ (as a rule) is the KSK's wording; the individual case is answered by the KSK.

Which proofs the KSK names

The form „Mitteilung / Nachweis über die Elterneigenschaft“ says: „Aus dem Nachweis müssen der Name und das Geburtsdatum des Kindes sowie das Kindschaftsverhältnis hervorgehen.“ (The proof must show the child's name and date of birth and the parent–child relationship.) As suitable, in copy, the KSK names for example:

The form also asks for each child's tax identification number (Steuer-ID). According to the KSK, children have received it from the Federal Central Tax Office after birth since 2008; „Sollte Ihr Kind vor dem Jahr 2008 geboren sein und noch keine Steuer-ID erhalten haben, ist eine Angabe nicht erforderlich.“ (If your child was born before 2008 and has not yet received a tax ID, it need not be given.) The eldest child is entered as child 1; details for children 2 to 5 are, according to the form, „nur dann erforderlich, sofern das jeweilige Kind jünger als 25 Jahre ist“ (only required if the child in question is younger than 25).

Only one child, already proven

Next to the form, on the KSK's page „Änderungsmitteilungen“ and in its media centre, is this note: „Bitte beachten Sie: Sollten Sie nur ein Kind haben und Ihre Elterneigenschaft für dieses Kind in der Vergangenheit nachgewiesen haben, benötigt die KSK für dieses Kind aktuell keinen Nachweis. Ihre Elterneigenschaft bleibt auch ohne erneuten Nachweis gespeichert, d. h. Sie zahlen weiterhin keinen Beitragszuschlag für Kinderlose.“ (Please note: if you have only one child and have proven your parenthood for this child in the past, the KSK currently needs no proof for this child. Your parenthood stays on record without a new proof, i.e. you continue to pay no surcharge for the childless.)

From when a proof takes effect

This is governed by § 55 (3a) SGB XI as currently in force: „Nachweise, die über das automatisierte Übermittlungsverfahren nach § 55a erbracht werden, sind im Fall der Geburt eines Kindes ab Beginn des Monats der Geburt, ansonsten ab Eintritt eines vergleichbaren Ereignisses, das eine beitragsrechtliche Zuordnung als Kind nach dieser Vorschrift begründet, zu berücksichtigen. Gleiches gilt für Nachweise, die nicht über das automatisierte Übermittlungsverfahren nach § 55a erfolgen, wenn sie innerhalb von sechs Monaten nach der Geburt des Kindes oder dem Eintritt eines vergleichbaren Ereignisses erbracht werden. Ansonsten wirkt der Nachweis ab Beginn des Monats, der dem Monat folgt, in dem der Nachweis erbracht wird.“ (Proofs provided through the automated transmission procedure under § 55a are to be taken into account, in the case of the birth of a child, from the start of the month of birth, otherwise from the occurrence of a comparable event that establishes classification as a child for contribution purposes under this provision. The same applies to proofs not made through the automated transmission procedure under § 55a if they are provided within six months of the birth of the child or the occurrence of a comparable event. Otherwise the proof takes effect from the start of the month following the month in which it is provided.)

The KSK's information leaflet (as of 08.2025) still names three months and transitional rules; what applies in your case is answered by the KSK.

How the proof reaches the KSK

The Künstlersozialkasse accepts the notification in two ways: with the PDF form „Mitteilung / Nachweis über die Elterneigenschaft“ on its page „Änderungsmitteilungen“, or through the online form „Nachweis über die Elterneigenschaft“ in the Bundesportal, reached from its page „Online-Formulare“. On the PDF form the signature field says „unbedingt erforderlich“ (absolutely required); about its PDF forms for change notifications the KSK writes that the signature is „zwingend notwendig, da Sie der Künstlersozialkasse rechtserhebliche Angaben mitteilen“ (mandatory, because you are giving the Künstlersozialkasse legally relevant information). The other forms for changes are under Reporting changes to the KSK.

Which proofs of parenthood does the KSK accept?
On its form the Künstlersozialkasse names as proof, in copy, for example a birth certificate (Geburtsurkunde), a certificate of descent (Abstammungsurkunde), a public certification by a court, notary, registry office or youth welfare office, a court order, the parental benefit notice (Elterngeldbescheid), a certificate of maternity pay or a notice of periods credited for children (Kinderberücksichtigungszeiten) in the pension insurance. According to the KSK the proof must show the child's name and date of birth and the parent–child relationship.
Does parenthood have to be proven to the KSK again?
The Künstlersozialkasse writes: „Sollten Sie nur ein Kind haben und Ihre Elterneigenschaft für dieses Kind in der Vergangenheit nachgewiesen haben, benötigt die KSK für dieses Kind aktuell keinen Nachweis.“ (If you have only one child and have proven your parenthood for this child in the past, the KSK currently needs no proof for this child.) According to the KSK, parenthood stays on record even without a new proof.
What does § 55 (3a) SGB XI say about proving parenthood?
Under § 55 (3a) SGB XI, a proof not made through the automated transmission procedure under § 55a is taken into account from the start of the month of birth „wenn sie innerhalb von sechs Monaten nach der Geburt des Kindes oder dem Eintritt eines vergleichbaren Ereignisses erbracht werden“ (if provided within six months of the birth of the child or the occurrence of a comparable event). „Ansonsten wirkt der Nachweis ab Beginn des Monats, der dem Monat folgt, in dem der Nachweis erbracht wird.“ (Otherwise the proof takes effect from the start of the month following the month in which it is provided.) What applies in your case is answered by the KSK.
How long does a child count for the care insurance reduction?
According to the Künstlersozialkasse, from the 2nd to the 5th child under 25 the contribution rate is reduced by 0.25% per child; the reduction „entfällt wieder, sobald das jeweilige Kind sein 25. Lebensjahr vollendet hat oder hätte“ (ends as soon as the child in question has reached, or would have reached, the age of 25). The surcharge for the childless, by contrast, ends for life with the proof for one child, whatever that child's age.
